The epithet 'acutissima' was published at species rank. The evidence supporting this is that the specific epithets are usually given in italics; the species are numbered (6=Pinus laxa. 7=Pinus acutissima); the extra name in the middle (‘Abies’ in this case) is the section (see top of page 222: II. Abies); infraspecific taxa are indicated by lower case letters.
